The dashboard still shows a medium country rating when the first reports reach you. Fighting is reported near the staff route. A curfew covers the district around the site. The airport remains open, but crews are no longer reaching it. The rating owner has not published a change.
That gap creates a bad choice only when your process treats the published colour as the decision. A standing product compresses a defined risk for a defined audience. Live claims describe bounded events with different clocks and evidential limits. Your operating case has to join them before either source can control action.
The scales themselves show the problem. Allianz Trade combines a six-band medium-term grade with a four-band short-term level covering the next 6–12 months. International SOS uses five workforce-security bands. A red trade-payment grade and an extreme workforce-security band answer different questions, even when both sit beside the same country name.
Compare the object before the label. Record the harm, audience, geography and horizon behind every rating used in the case. Add the decision it was built to support. A four on one scale cannot inherit the meaning of a four on another. A country-level non-payment view cannot settle tomorrow’s staff movement through an affected district.
The same failure appears in public advice. The United States uses Levels 1–4 and reviews Levels 1–2 every 12 months and Levels 3–4 at least every six months. The FCDO instead uses advice against all travel or all but essential travel, including for parts of a country. A numerical crosswalk strips out the audience and controlling words.
Update behaviour adds another trap. Australia may revise its information without changing the four-level band. Germany says an older page date can still mark valid advice and may update content several times a day. A static level therefore cannot tell you whether the controlling narrative changed.
Keep the source state intact. Store the original level, warning type, narrative and effective geography. ISO 31030:2021 gives you an organisational travel-risk framework. It does not turn consular language, commercial security bands and credit grades into a common measure. Use an internal decision state only after preserving each source object.
A live post can appear current because its publication time is recent. The underlying event may have occurred before the route reopened or after the exposed team moved. Collapsing those times can reverse the sequence and make an old checkpoint closure look like a new restriction.
Separate every claim clock. Keep event time, collection time and publication time in separate fields. Add the analyst’s access time when a source can change. UCDP GED defines an event around at least one direct death at a specific location and date. That discipline matters even when your threshold concerns access rather than fatalities.
Freshness also depends on the product. As of 27 August 2026, UCDP described Candidate data as monthly, with no more than a one-month global lag. A monthly event product can be current for its purpose and still arrive after your movement decision. Label the delay instead of treating publication as observation.
Source rankings fail for the same reason. A local witness may have direct access and a strong incentive to exaggerate. A satellite image may confirm visible damage while saying nothing about who caused it. An international outlet may add editing while repeating a party statement carried by many other outlets.
Attach access, incentive and dependence to the claim. State whether the source saw the event, received it from someone else, or interpreted a physical trace. Record what the source gains from the account. Link derivatives to the earliest reachable report. UCDP GED 24.1 uses global sources, then local sources and additional languages; that is a collection path, not a universal rank.
Apparent corroboration often collapses under this test. Articles carrying the same agency dispatch share an access path. A repost of the same video adds no independent observation. Your rule should require independent access to the proposition that changes the decision, not a raw citation count.
Write a proposition-specific corroboration rule. For a route closure, require a direct official notice or materially independent observations with distinct access. For visible structural damage, imagery may supply bounded corroboration. The Aleppo assessment used one pre-conflict image from 2010 and five later images from 2013 to 2017, while warning that satellite review did not catalogue all structural damage.
Country geometry creates the next false comparison. A national band can hide a city or corridor that now contains the whole exposed population. A coloured map can also look controlling when the issuing authority gives precedence to narrative text.
Model the warning where it applies. Keep polygons, named areas, routes and site points as versioned objects. France uses four map colours but makes the map inseparable from written advice and subordinate to urgent content. In the United States, a higher-risk subnational area should cover less than 50% of land area or the overall level should reflect the higher risk. Those rules belong to their jurisdictions and should remain there.
Legal wording also resists compression. Germany distinguishes three product types and says a travel warning is not a legal departure ban. A 2026 Financial Ombudsman decision found that shelter-in-place advice did not satisfy policy wording requiring specified FCDO advice within 21 days. Similar physical conditions can therefore produce different contractual outcomes.
Carry wording into the operating record. Store the exact source phrase, jurisdiction, intended audience and stated legal effect beside your internal judgement. Let the case consume both fields. Never promote an internal red zone into a government prohibition, or reduce official advice to a colour that loses the policy trigger.
An event claim should not displace a rating merely because it is alarming. Most reports do not change who is exposed, where they operate or how soon a decision must be made. Automatic overrides turn every incident into policy churn and teach managers to ignore the overlay.
Override only on scope change. Require corroboration and relevance. The corroboration rule must pass. The supported proposition must also change the exposed population, operating geography or decision window. A closure outside all routes fails the relevance test. A curfew covering the staff route passes it because the active case no longer matches the national abstraction.
Make the resulting action equally bounded. You might suspend movement through a named corridor while leaving the standing country approval in place elsewhere. ISO 19115-1:2014 describes metadata for spatial and temporal geographic information. The practical lesson is simple: the temporary judgement needs retrievable place and time boundaries.
Temporary decisions become permanent when nobody writes the way back. A provider may later change its rating, a curfew may end, or independent reporting may disprove the claim. Without an expiry rule, each development starts another argument and the audit trail becomes a stack of messages.
Version the operating judgement. Give it an identifier, owner, effective time, review time and case scope. Attach the claims, source graph, corroboration result, uncertainty and authorised actions. Preserve the original digital item apart from working copies, following the separation required by the Berkeley Protocol.
Write the closure condition at issue. The curfew is lifted and scheduled staff movements resume on the approved route. The airport accepts commercial departures and the carrier restores the booked service. The affected population leaves the zone. A revised provider rating can close the override only when your rule makes that publication controlling.
Return by evidence, not elapsed time. The owner closes the temporary version when its stated condition is confirmed and the operating case again fits the standing product’s audience, geography and horizon. Keep the closed overlay with the rating version it displaced. You can then show why the published score yielded, what controlled during the gap, and why normal use resumed.
