The enterprise owns a 20-year port concession. Its licence secures berth access, tariff income and the right to transfer dividends. A coalition expected to form after the election says it will reopen the tariff order and restrict foreign-currency transfers.

You assess the probability of those government acts and what makes this concession exposed. The enterprise team needs one comparable register entry before its next capital review. Both mandates are valid. The handoff fails when the score replaces the assessment.

The familiar shortcut is a country label followed by likelihood 4 and impact 5. That row cannot tell the owner which act was assessed, whether it concerns the concession or every local asset, or when it might occur. It also hides whether an insurance placement, contract amendment or delayed investment could change the outcome.

Keep the commission attached to the exposure. Political-risk analysis starts with the asset, right, cash flow or operation. A sovereign average is too remote because the same government measure can leave one project untouched and disable another.

MIGA’s 2013 financial statements make the distinction concrete. Country ratings were reviewed every 3 months, while a project rating could sit above or below the country rating for the same coverage. Your register therefore needs the project conclusion, not a copied country grade.

Write the concessionaire, 20-year right, tariff cash flow, transfer route and government act into the entry. Add the political actors able to initiate, implement, block or reverse it. The enterprise record can then change when the exposure changes, even if the country view does not.

The principal matters too. A lender sees debt service and security. An operator sees permissions and continuity. An equity owner sees value and control. MIGA’s 2001 study organised underwriting around 3 categories: the insured, host country and project. That separation still prevents an abstract political judgement from swallowing the investment question.

Separate four judgements before scoring any of them. Compression begins when probability, susceptibility, consequence and response become one colour. A reviewer cannot then tell whether new evidence changed political intent, project exposure or the assumed control.

First record the probability that the coalition imposes the named tariff or transfer measure within the stated horizon. Then record susceptibility: which licence clauses, revenue dependencies and approval routes allow that act to reach this project. Next trace the consequences. Finally record available responses and the conditions each requires.

Historical evidence shows why the separation matters. The 2017 Global Investment Competitiveness Survey analysis reported government contract breach for 13% of respondents and expropriation for 5%. Among breach-affected respondents, 35% cancelled or withdrew an investment. Those figures describe different stages and do not supply a base rate for this concession.

Do not subtract insurance from likelihood. It may change cash recovery after loss while leaving the political act and operational interruption untouched. A MIGA-hosted glossary separately defines 5 relevant concepts, including breach of contract, creeping expropriation and inconvertibility. Provider definitions also vary.

Put a horizon behind every likelihood. “Likely” without a period has no usable denominator. A probability over the concession life cannot share a column with annual frequency or the chance of action during a government transition.

Choose the horizon that matches the decision. State both assessment and warning horizons when action needs lead time. COSO’s illustrative highest-frequency category begins at once in 2 years or more. That example proves the dependence on a period; it does not create a universal boundary.

Preserve the specialist probability or range beside the enterprise category. A 2019 experiment asked 924 participants to interpret 7 probability expressions. A 2022 meta-analysis covered 21 articles and 35 expressions; mean interpretations ran from 7.24% to 94.79% across the terms studied. An unbounded verbal label cannot carry specialist precision safely.

Confidence needs its own field. State whether it concerns source quality, model fit or analyst agreement. Low confidence can trigger collection, a wider range or escalation. Mechanically lowering impact would hide a severe consequence because the evidence is incomplete.

Translate the consequence, then publish how it aggregates. Enterprise comparison needs common consequences. It does not need a replacement political model.

Map every supported pathway into 4 dimensions: cash flow, control, rights and continuity. A tariff order changes revenue and perhaps debt service. A transfer restriction traps dividends. Licence cancellation removes an operating right and control of the asset. Port closure interrupts continuity even when title survives.

Use the enterprise’s published thresholds for each dimension. State whether financial loss is gross, net, a range or present value. Define the scenario basis and horizon. Then publish the displayed-impact rule: maximum category, weighted combination or separate vector.

Maximum preserves the severest dimension but loses breadth. Weighting requires defensible weights and compatible units. A vector preserves all 4 results but complicates ranking. If loss of a concession right requires escalation at any plausible likelihood, write that override outside the arithmetic.

Treat five-point labels as ordered categories. English academy-trust guidance illustrates a 5 × 5 matrix with inputs from 1 to 5 and outputs from 1 to 25. It also warns that opposite likelihood-impact combinations can land in the same place.

Those labels establish order. They do not establish equal distance. The gap between 1 and 2 cannot be assumed equal to the gap between 4 and 5. Multiplication creates a tidy product without supplying the missing intervals.

The weakness is material. Cox’s 2008 study found that typical matrices correctly and unambiguously compared less than 10% of randomly selected hazard pairs. Keep the source dimensions visible beside the enterprise category. Use the colour to route attention, never to erase the causal record.

Name the control state instead of relying on residual. COSO 2012 recorded 2 incompatible organisational interpretations of inherent and residual risk. Your handoff should say baseline, current and target, with the exact responses assumed in each.

Current exposure may assume the tariff-stabilisation clause, funded legal preparation and bound insurance operate as evidenced. Target exposure may assume an amended contract that has not been agreed. Put the owner, dependency and completion condition beside that target. A proposed response does not reduce current exposure.

Recourse also has a clock and legal boundary. MIGA’s 2024 market study describes 3 stages before typical breach-of-contract claims become payable: dispute resolution, an award and government non-honouring. ICSID Article 54 addresses recognition and enforcement, while Article 55 preserves sovereign-immunity law for execution.

Ask qualified counsel what the concession, policy and treaty mean for these facts. The analyst can identify direct and cumulative government pathways. The risk function can translate their consequences. Neither should convert economic harm into a legal conclusion.

Preserve both decision rights at the handoff. The specialist owns the political judgement and its evidence trail. The enterprise function owns the approved scale, aggregation rule and reporting process. The authorised owner decides capital allocation and appetite.

In the 2026 UK Orange Book, risk evaluation compares analysis with appetite to determine where more action is required. For APRA-regulated institutions in Australia, CPS 220 ties tolerance for each material risk to appetite, profile and capital strength. These are governance decisions, not analyst outputs.

Your completed bridge carries the specialist reference, named act, horizon, probability, susceptibility, 4 consequence results, response conditions, uncertainty and control state. It adds the affected objective, enterprise categories, published aggregation rule, appetite comparison and authorised owner.

Reviewers can now move in both directions. They can trace the enterprise colour back to the concession and political evidence. They can also see which enterprise threshold or appetite choice drove escalation. A changed score then has an explainable cause.

The port concession remains the object of analysis. The enterprise scale tells the owner how its consequences compare and who must decide. Keeping those jobs separate preserves meaning while still producing a usable register entry.
