A coordination cell asks every organisation to add planned movements, named beneficiaries and negotiation contacts to one operating picture. The request sounds reasonable. A shared record can expose gaps and prevent vehicles competing for the same route. It can also give a conflict party information collected for a narrower purpose.

The failure starts when the coordination product acquires authority merely because everyone can see it. Consent to share becomes consent to operate. A notification acknowledgement becomes route approval. A sanctions exception becomes general permission. By then, nobody can say which organisation owns the case or which decision justified each field.

ISO 22320:2018 applies where two or more organisations cooperate while keeping separate structures or using a combined one. Separate structures still matter inside a common picture. You need one controlled handoff between mandates, rather than a record that quietly absorbs them.

You can test the design before the first request arrives. Pick one row and ask what decision it supports, who owns that decision and when the row expires. Then ask whether you could remove each personal or negotiation field without weakening the decision. If you cannot answer, you have a collection exercise rather than a controlled handoff. The uncertainty will travel with every copy.

Name the case owner before building the common record. Requests proliferate because the first movement brief has no accountable owner. The coordination lead then becomes the apparent authority for beneficiary selection, negotiations, passage and protection, although those decisions remain elsewhere.

Assign the organisation responsible for the live movement or access decision as case owner. Name the authorities for programme need, negotiation limits, data sharing, security and departure. The 2015 IASC cluster model defines six country-level core functions, yet a coordination function does not transfer every participant’s mandate. UN General Assembly Resolution 46/182 also assigns the affected state the primary role in initiating, organising, coordinating and implementing humanitarian assistance in its territory.

Give the record a case identifier, decision, owner and expiry condition. A forum may aggregate status after that. It should never infer authority from who entered the row.

Your owner also needs a refusal path. When a forum requests the full file, you should be able to provide a smaller extract, state the restriction and identify the authority that can reconsider it. That keeps your refusal tied to purpose and mandate instead of personal caution.

Put a purpose gate at every organisation boundary. Broad exchange fails because access information changes character with its recipient. A beneficiary name needed by the distribution team may expose a person when copied to a movement forum. A negotiator’s contact may become intelligence when passed to a security actor.

Record the sender, recipient, purpose, fields, authority and time when data crosses the boundary. For a UK organisation processing health information, the ICO requires both an Article 6 lawful basis and an Article 9 special-category condition. In an emergency, its guidance permits necessary and proportionate sharing and allows documentation afterwards when circumstances prevent a contemporaneous note.

That exception keeps an urgent movement moving. It does not create a standing feed. Mark whether consent was obtained, emergency necessity was used or another basis applies. Add the use restriction and review point before transmission.

Share the minimum record that answers the next decision. Common pictures expand because each recipient asks for the source file. The extra fields appear useful, while their future use remains undefined. This creates exposure without improving the immediate decision.

Start with the decision. A checkpoint liaison may need vehicle identifiers, route and movement window. A coordination forum may need area, constraint and status. OCHA’s access information model has three data purposes: constraints and impact, restrictive policies, and action taken to overcome them. None requires every beneficiary name or negotiation note.

Keep the detailed file with its owner. Publish a controlled extract with field-level restrictions. If a recipient later needs another field, make a new purpose decision rather than widening the original one by habit.

Name the principle engaged by the compromise. Collective references to “humanitarian principles” fail because they hide the actual harm and the person authorised to accept or reject it. UNGA 58/114 supplies four distinct tests: humanity, impartiality, neutrality and independence.

If a counterpart demands the names of one community before releasing food, test impartiality because allocation may move away from need. If movement data will support targeting, test neutrality and independence because humanitarian information may serve military objectives. If withholding a field leaves urgent suffering untreated, test humanity. Resolution 2730 (2024) recognises consistent humanitarian engagement with all conflict parties. Contact alone does not decide the principle question; purpose and conduct do.

Write the affected principle beside the proposed compromise, evidence and decision owner. This makes a red line reviewable and keeps preference from masquerading as principle.

Keep four access states separate. A common status field fails because “approved” can describe four different events. Additional Protocol II Article 18(2) makes qualifying relief subject to consent. Additional Protocol I Article 70 addresses agreement and passage, while allowing technical arrangements including search.

Record the offer of services, consent to operate, control of passage and notification in separate fields. The offer describes the proposed humanitarian service. Consent records the relevant party’s response. Passage control records route, timing, manifests, inspection and any bounded restriction. Notification records what protective information was transmitted and acknowledged.

Customary IHL Rule 56 permits only temporary restriction for imperative military necessity. Geneva Convention IV Article 23 applies a narrower passage rule to specified consignments and groups, including children under 15. These conditions cannot be compressed into a green movement icon.

Prevent notification from becoming permission. Notification systems drift because recipients and users treat acknowledgement as approval. That gives a coordination database a legal and operational role it was never designed to perform.

S/2022/51 describes OCHA transmitting facility and staff-movement information to conflict parties. It says notification does not alter IHL protection or serve as approval for movement. Its five controls are accuracy, acknowledgement, updating, incident reporting and follow-up. The same 2022 review found five failure types after the Syrian mechanism began in 2014, including deficient coordinate expertise and unclear acknowledgement handling.

Limit the notification extract to the mechanism’s protective purpose. Record voluntary participation, transmission and acknowledgement. Keep consent, passage restrictions and the departure decision on their own authority lines.

Bind exemptions to the covered transaction. Humanitarian purpose invites overreach when teams treat an exception as clearance for every payment, supplier and disclosure connected with the programme. The untested residue may still breach a domestic offence, donor term, export control or bank condition.

Resolution 2664 (2022) paragraph 1 permits covered funds, goods and services necessary for timely humanitarian assistance or basic human needs despite specified UN asset freezes. Paragraph 3 still requests reasonable efforts to minimise prohibited benefit through stronger risk management and due diligence. Record the eligible actor, activity, counterparties, value transfer and governing measure. Preserve every residual condition.

Reopen the analysis when the bank, supplier, recipient, goods, route or purpose changes. The exemption decision belongs with the transaction record. It supplies no authority to widen the coordination picture.

Close the sharing purpose when movement ends. Common records persist because operational closure is treated as the end of transport alone. Copies remain with forums, contractors and authorities after their decisions are complete. Their original purpose no longer controls later use.

Make closure part of the first handoff. The ICO says a sharing agreement should specify purposes, lawful bases, roles, retention, deletion, security and termination. UK GDPR Article 5(1)(e) limits identifiable retention to what the processing purpose needs, subject to its stated exceptions.

When the access decision or movement closes, the owner stops routine circulation. Transfer material that another authority must retain, delete unnecessary copies and obtain recipient confirmation. Keep the minimum audit record of consent, necessity, disclosures, access states, exemptions, incidents and unresolved duties. The common picture then closes as a bounded coordination product, with each organisation still accountable for the purpose it accepted.
